Gul Lemec was a Cardassian military officer, who served as commander of the Galor-class Reklar. In 2369, he acted as the Cardassian Union’s representative in the negotiations with the Federation, which was represented by Captain Edward Jellico. The Federation suspected that the Cardassians were planning to seize more disputed territories, but Lemec said that they were only conducting training exercises. When Lemec did bring up the disputed worlds Jellico refused to discuss them.
Lemec was actually involved in a plot to kidnap Captain Jean-Luc Picard and gain information on Starfleet ship movements. During the negotiations, Lemec announced that Cardassian forces had captured Picard on Celtris III. Jellico then discovered that that Lemec had a fleet hiding in the McAllister C-5 Nebula, from which they were preparing to make an attack on the disputed planets. The fleet was mined by a shuttlecraft piloted by William Riker. Jellico then ordered the Cardassian ships to retreat after dumping their phase coils. Lemec agreed, and the Cardassian fleet retreated. Picard was also released as a result of the mining.
In 2374, Lemec was in command of the Jem'Hadar fleet that captured the planet Betazed. He would remain as commander of the occupation forces, based at space station Sentok Nor. He managed to escape the destruction of Sentok Nor, but was captured on Betazed and held as a prisoner of war.
