Kelly is a CIA agent in RIO who is investigating a industrialist named Ardonian the kind with a girl on every arm but the girls wind up missing and he tries to find out while dodging bullets and in one case a bomb from Ardonian's hitmen. Meanwhile a English lady named Susan Fleming with her chauffer James are being wined and dined by Ardonian as he meets with a Chinese agent named Wilma Soong to meet with her leaders as he has a dastardly plan afoot. Meanwhile Kelly manages to escape from Ardonian and finds out Fleming along with her chauffer are MI-6 agents and Ardonian kidnaps Susan and takes him to her hideout while he meets with the Chinese and he explains his plan - he has a satellite in which a radioactive element renders humanity sterile and he needs a rocket to get it there assuring the Chinese they will not be affected but he doublecrosses them electrocuting them but sparing Soong who is led away by guards. Meanwhile Susan is brought to a room there he shows her what happened to the missing girls - they are frozen to used as breeding with him as the father of the human race reborn and offers her a chance to join them - she refuses as she watches him bring Soong in and places her in deep freeze. Kelly and James meanwhile infiltrate the hideout and call In reinforcments. Susan tries to escape after using her lipstick which is a knockout gas but is recaptured- furious Ardonian orders her placed in the rocket while Kelly fights Ardonian shoving him in the machine freezing him but he accidently sits on the launch button sending the rocket into orbit but Susan manages to escape before it is launched disabling the satellite so it will do no harm.Susan & the others leave happily while on the other hand, Gioia & the other girls stay frozen without any disturbance.
