Rear Admiral Brand was a Starfleet officer in the 24th century. In 2368 she was the superintendent of Starfleet Academy, so she presided over the board of inquiry into the death of cadet Joshua Albert.
Captain Jean-Luc Picard who had met her prior to the board of inquiry described her rather delicately as a “formidable woman”.
She also talked to Dr. Beverley Crusher about her son Wesley’s failing grades and bad attitude at Starfleet Academy. She warned that if he wasn’t careful he would be washed out in the next term.
